Additional Guidance on Presumptive Eligibility (PE) for Coronavirus (COVID-19)

Effective immediately, Qualified Providers (QPs) are to use the updated Additional Guidance to Presumptive Eligibility (PE) for Coronavirus (COVID-19) Application Step-by-Step Guide for Qualified Providers process when submitting an application referral to the Department of Health Care Services (DHCS) to process for the Presumptive Eligibility (PE) for Coronavirus (COVID-19) program as the provider message and application has changed. If an individual goes to a QP and requests COVID-19 related medically necessary care, which includes diagnostic testing services, testing and treatment related services, and does not meet the eligibility criteria of the PE program in which the QP oversees, DHCS is instructing QPs to send application referrals to DHCS for processing.

When submitting the application referrals to DHCS, QPs are to make sure that both the Pre-Screening Questions and the Application are both completed and included in the email or the application will be considered incomplete.

Questions concerning PE for COVID-19 should be sent to
