Cancer Detection Programs: Every Woman Counts
Effective October 1, 2002, the Breast Cancer Early
Detection Program (BCEDP) and the Breast and Cervical Cancer Control Program (BCCCP) became
known as “Cancer Detection Programs: Every Woman Counts." In addition, changes to enrollment,
claims submission and data collection systems were implemented effective October 1, 2002.
- Providers can now submit either paper or electronic claims.
- The paper CDS Application is no longer available for enrolling recipients.
- Data is collected on new Web forms to process client enrollments and to report both cancer-screening outcomes
and diagnostic findings.
Online Recipient Search
- Providers participating in Cancer Detection Programs: Every Woman Counts can search the entire online recipient database when completing Web data forms, enrolling recipients or re-certifying recipients.
- Providers have access to demographic information for all enrolled recipients, can search for a recipient under another provider's care and can select any recipient's record. When searching, providers are instructed to review the list carefully for a recipient's profile before re-certifying or creating a new recipient record.
- Providers do not have access to clinical information entered by another provider.
- To save information when completing recipient forms on the Web site, click on the "Submit" button before advancing to the next tab. For more information, call the Point of Service (POS)/Internet Help Desk at 1-800-427-1295.
Attention Primary Care Providers (PCPs)
- Only designated PCPs will report data and be eligible for reimbursement for case management fees.
- Providers may access a recipient's Web application to update exam results. In doing so, some providers have
received the message, "This date exceeds 120 days," when entering the date of CBE, date of current pelvic exam,
cervical cancer diagnosis status, cervical cancer treatment status, breast cancer diagnosis status or breast
cancer treatment status on the Web application. The 120-day limitation has been removed.
Notice of Privacy Practices
Watch for the release of the Notice of Privacy Practices (NPP). This notice, mandated by the Health Insurance Portability and Accountability Act (HIPAA), will be given to all program recipients. It describes the recipient's right to gain access to her protected health information, and how the Department of Health Services may use and disclose her protected health information for treatment, payment or operations.
