The August 2007 Medi-Cal Update instructed providers how to help Medi-Cal applicants and beneficiaries meet the citizenship and identity requirements of the federal Deficit Reduction Act (DRA). DRA forms and outreach materials are now available for use.

DRA Outreach Materials – Poster and Fliers
The Department of Health Care Services (DHCS) has developed a poster and three fliers as part of the DRA outreach plan. The poster is 14” x 20” and is available in 13 threshold languages and informs the public that there are new Medi-Cal requirements for proof of citizenship and identity. The fliers are 8 ½” x 14” and are available in the 13 threshold languages:

• Medi-Cal Requires Proof of Citizenship and Identity for U.S. Citizens and Nationals – provides general information about DRA requirements;
• Medi-Cal Requires Proof of Citizenship and Identity for Children who are U.S. Citizens or Nationals – provides general information about DRA affect on children;
• Changes in Medi-Cal Citizenship and Identity for U.S. Citizens and Nationals – explains how DRA affects the benefits of applicants and beneficiaries.

Federally Qualified Health Centers (FQHCs) and Disproportionate Share Hospitals (DSHs)
Federally Qualified Health Centers (FQHCs) and Disproportionate Share Hospitals (DSHs) can complete a Receipt of Citizenship or Identity Documents form (DHCS 0005) to confirm they received original or certified copies of the citizenship and/or identity documents submitted by the applicant or beneficiary. After making a duplicate, the FQHCs and DSHs will return the original or certified copies and a copy of the DHCS 0005 form to the person. The FQHCs and DSHs will then forward the duplicates and the original DHCS 0005 form to the appropriate county social services office.

DHCS DRA Web Site
The DHCS 0005 form, English and Spanish version posters and the fliers can be found at the DHCS DRA Web site. Instructions and a form for ordering the posters are available online and the fliers can be downloaded for printing and distribution. Providers are encouraged to distribute the fliers and display the poster in a public place.
