Modifications to the HPE Computer Based Training and HPE Application Portal

Important Updates:
Effective March 1, 2018, system modifications to the Medi-Cal Learning Portal (MLP) were implemented in order to access the Hospital Presumptive Eligibility (HPE) Provider/Employee Computer Based Training (CBT) and HPE Application Portal. Only HPE providers that have registered properly at the MLP, with either a user type of “Healthcare Provider” or “Provider Staff,” and provided a valid National Provider Identifier (NPI) will continue to have access to the HPE Provider/Employee CBT and the HPE Application Portal. “Healthcare Provider” is defined as a Medi-Cal provider with a valid NPI. “Provider Staff” is defined as anyone working in the provider’s office with access to the provider’s NPI.

However, HPE providers/employees who have registered at the MLP and did not select either user type “Healthcare Provider” or “Provider Staff,” and/or did not provide a valid NPI, must register properly (instructions below) and take the HPE Provider/Employee CBT. Failure to register properly will result in HPE providers/employees no longer having access to the HPE Provider/Employee CBT at the MLP. Access to the HPE Application Portal to make HPE determinations will also not be granted.

HPE providers who are unsure what user type is associated with their MLP account, or need the user type changed, must contact the Telephone Service Center (TSC) at 1-800-541-5555 from 8 a.m. to 5 p.m., Monday through Friday, except holidays, and follow the HPE automation prompt options below. A TSC agent will verify whether information is correct and, if necessary, submit a request to update the user profile. User profiles should be updated automatically within 48 hours. Once a profile is updated, the HPE provider/employee must successfully complete the HPE Provider/Employee CBT to be granted access to the HPE Application Portal.

HPE Automation Prompt Options:

  • Select Option 1, English; or Option 2, Spanish
  • Select Option 1, Provider
  • Select Option 4, Technical Help Desk
  • Select Option 2, HPE
  • Select Option 1, Provider; or Option 2 for Submitter
  • Enter valid NPI Number
  • Select Option 3, HPE, and stay on the line for a representative

New HPE Provider/Employee CBT Registration Instructions:

  • Visit the Medi-Cal Learning Portal.
  • Click the “Register” link on the top right corner of the page.
  • Complete all required fields marked with a red asterisk on the registration form.
    • Select user type “Healthcare Provider” or “Provider Staff.”
    • Enter a valid NPI. You will need to use the same NPI to access the HPE Application Portal.
  • To complete the registration, type in the CAPTCHA, click the “Accept Terms” box and click the “Register” button on the bottom right of the page.
  • Check your email for login credentials. You will be prompted to update your password after initial login.
  • After logging in, navigate to “HPE Provider/Employee Training” then select “eLearning and CBTs.”
  • Click “Hospital PE (HPE) Program Provider/Employee Training Course” under “Provider Training.”
  • Take the training and complete the test with a score of 80 percent or higher.
Note:

The computer must pass a connectivity test for providers to access the training.
