Minimum Wage Senate Bill 3 Impact Survey: Due Date Extension

The Department of Health Care Services (DHCS) has extended the due date for the Senate Bill (SB) 3 Minimum Wage Impact Survey to April 27, 2018. DHCS is administering this survey pursuant to its authority as the single state agency administering the Medi-Cal program under Welfare and Institutions Code (W&I Code), Section 10740. The information gathered by this survey will be used in a labor study conducted by DHCS to provide accurate reimbursement; therefore, participation of Long Term Care (LTC) providers is encouraged. Providers who have already submitted a survey for their facility do not need to resubmit.

Background
SB 3 sets forth a schedule for phased increases in the minimum wage from $10.50 per hour to $15 per hour over seven years, depending on the size of the employer and general economic conditions. It also links the minimum wage to the U.S. Consumer Price Index (CPI) once the minimum wage reaches $15 per hour. The SB 3 minimum wage increases will significantly increase provider labor costs, increasing Medi-Cal reimbursement expenditures. Pursuant to California’s Medicaid State Plan (Title XIX), DHCS will provide an add-on to Medi-Cal LTC provider facilities’ per-diem reimbursement rates.

Participation in this survey is voluntary, but strongly encouraged, as it will aid in a better understanding of the impact of wage increases.
