PFNC Supplemental Reimbursement Program Available
Effective retroactively for dates of service on or after October 14, 2006, the Public Freestanding Non-Hospital-Based Clinics (PFNC) program of supplemental reimbursement is available to eligible clinics. PFNC is a voluntary certified public expenditure program for eligible clinics based on uncompensated costs for providing Medi-Cal fee-for-service outpatient services to Medi-Cal recipients.
A clinic is eligible for PFNC supplemental reimbursement if it continuously maintains all of the following:
- Provides clinic services to Medi-Cal recipients
- Is enrolled as a Medi-Cal provider
- Is owned or operated by the state, city, county, city and county, University of California, health care district, or hospital authority
Effective July 1, 2008, clinics owned and operated by the state are not eligible to receive supplemental reimbursement under this program.
Providers who elect to participate in the PFNC program must enter into an agreement to reimburse the Department of Health Care Services (DHCS) the allocated share of administrative costs to oversee the program.
To receive supplemental reimbursement payments, providers must submit a report of allowable uncompensated costs incurred in each state fiscal year.
In February 2017, providers may participate in training webinars regarding the program. Providers may notify DHCS of their interest in participating by emailing the following information to PublicClinics@dhcs.ca.gov:
- Provider name
- National Provider Identifier (NPI)
- Primary and secondary contact
- Telephone number
- Mailing address
- Email address
