Transition of CHDP Information to EPSDT/CHDP Sections

In November 2019, the Child Health and Disability Prevention (CHDP) program information will be integrated into the new EPSDT/CHDP section of the Medi-Cal provider manual. The CHDP program administers the Early and Periodic Screening components of the federally mandated Early and Periodic Screening, Diagnostic and Treatment (EPSDT) benefit of the Medi-Cal program for individuals under the age of 21.

Due to a several-years long project that transitioned the CHDP program to the Medi-Cal reimbursement system, and the program use of HIPAA compliant claim forms, a review of the CHDP program manual indicated that much of the information is outdated and must be retired. November 2019 will be the last month the CHDP Provider Manual and corresponding CHDP monthly bulletin will be published.

Providers wishing to retain CHDP Provider Manual content for future research should save the manual sections to their own system. The existing manual may not be available for future use on the Medi-Cal website after the end of November 2019.

Where to Find EPSDT/CHDP Information
The EPSDT/CHDP sections will publish in the following Part 2, Medi-Cal provider manuals. Additionally, EPSDT/CHDP articles will publish in the monthly bulletin of each of the following manuals:

  • Obstetrics
  • General Medicine
  • Clinics and Hospitals
  • Audiology and Hearing Aids
  • Orthotics and Prosthetics
  • Psychological Services
  • Vision Care

Exception:   The EPSDT/CHDP: School-Based Services provider manual section publishes only in the General Medicine and Clinics and Hospitals manuals. Corresponding articles will publish only in the General Medicine and Clinics and Hospitals monthly bulletins.

Medi-Cal Subscription Service (MCSS)
After November 2019, providers who subscribed through the Medi-Cal Subscription Service (MCSS) to receive the “CHDP Gateway to Health Coverage” notifications should change their MCSS notification to any item in the above bulleted list. Instructions on how to make subscription changes may be found in item 7 of the Frequently Asked Questions (FAQs) on the MCSS Help page of the Medi-Cal website. Providers subscribe by completing the MCSS Subscriber Form.

Providers are also encouraged to subscribe to receive the Medi-Cal NewsFlash by checking the NewsFlash box of the category selected on the MCSS screen or check for EPSDT/CHDP updates in the NewsFlash area of the Medi-Cal website and in future monthly bulletins. Providers who subscribe to the General Medicine or the Clinics and Hospitals manuals and check the corresponding NewsFlash box will receive all of the CHDP program information, including information on school-based services.
