New Aid Code L1 Transitions From LIHP/MCE to Medi-Cal
The Low Income Health Program (LIHP) was implemented pursuant to California’s “Bridge to Reform” Section 1115 Medicaid Demonstration Waiver. The waiver provides expanded health coverage to low-income adults who would become eligible under the Patient Protection and Affordable Care Act (ACA) Medicaid adult expansion group effective January 1, 2014, without a new application.
As of January 1, 2014, eligible LIHP/Medicaid Covered Expansion (MCE) enrollees, including eligible state and county inmates receiving services off correctional facility grounds, will transition from LIHP to Medi-Cal eligibility under ACA.
Effective for dates of service on or after January 1, 2014, aid code L1 is a new benefit. Policy for aid code L1 is listed below:
Aid Code L1 – Non-Inmates
LIHP/MCE transition to Medi-Cal (Title XIX):
- Eligible recipients ages 19 to 64 enrolled in the LIHP/MCE program on December 31, 2013, whose family’s income is at or below 138 percent of the Federal Poverty Level (FPL)
- Recipients will receive full scope Medi-Cal benefits without a Share of Cost (SOC).
